Education
It is the responsibility of our Commonwealth to provide our children with an education that best meets the needs of the family while respecting taxpayers’ rights.
I have a plan that will allow us to replace the monolithic public school system with one that operates and competes like a successful business.
While others speak of school reform I will not, I propose revolutionary concepts. Concepts that enhance learning, drastically drive down costs, and provide real results.
As your State Representative I will be fully engaged with schools and parents. Collectively, we will build an education system that meets the needs of every Pennsylvanian.

Expand School Choice
The bottom line is that school choice improves education. Competition creates improvements while lowering costs. Our children deserve a best of class education while taxpayers have the right to reasonable taxation. Our approach has to be reasonable and effective.
I advocate a revolutionary concept that will create an environment where schools compete for students. Imagine the quality of education your children would receive if schools had to show tangible results.

Champion Charter Schools
Charter schools provide families an opportunity to most properly meet the needs of their children.
While the needs of the future generation are being met, taxpayers and public school districts benefit too. On average, the cost per student in a charter school is anywhere from 20% to 30% less than if they attended a public school.

Champion Cyber Schools
Cyber schools are measured just as public schools and provide another option for families and taxpayers. Cyber students must take same standardized tests and unlike traditional public schools can be closed if they fail to meet the needs of the students.
Like charter schools cyber schools are financially advantageous to the taxpayers. On average, the cost per student in a cyber school is about $5,000 less than if they were at a traditional public school.

Have Strike-Free Education
Children deserve strike-free education. 37 other states have already banned strikes and Pennsylvania should follow suit.

End Double Taxation
Constitutionally, the Commonwealth of Pennsylvania is required to provide an educational system that allows our children to succeed. When schools have failed, parents have been forced to spend thousands of dollars per child per year for private schooling.
It is unethical that parents are forced to pay school taxes in addition to paying private school fees. I fully support school vouchers to minimally offset their school taxes. However, I do believe we need to also look at how to further alleviate their out of pocket costs.
Pennsylvania's failure to meet its obligations should not result in punishing hardworking families.

Enforce Standards and Accountability
For more than 230 years the United States Marine Corps has remained one of the most successful organizations in the world because of its emphasis on standards and accountability.
I believe we are doing a disservice to our children by not setting and requiring expectations on a continual and progressive basis.
Tracking a students’ progress over time will allow parents and teachers to gauge if the child is learning.

End Social Promotion
Students must also be held accountable for their results.
Those unable to read at their appropriate grade level will be provided remedial instruction and then retention for those who are unable to successfully re-test.
Our education system should have minimums that will provide a child the real world skills they need to succeed after graduation.

End Prevailing Wage
Prevailing wage on government projects is an artificial cost that directly harms all taxpayers.
On average, prevailing wage drives up the construction or destruction cost of schools by 30% to 40%.
Taxpayers, 80% of who do not even have children in schools, should not be held captive to such a destructive concept where only a miniscule few benefit.
I will work to end prevailing wage on all school projects.
