Real Healthcare Reform

The 3 keys to an effective healthcare system are affordability, accessibility, and quality. Any plan that does not simultaneously address these 3 factors will fail you and your family when most needed.

Government mandates and the lack of malpractice reform of course add to the problem. They remove incentive for improvement, force doctors into retirement, and scare doctors from practicing in Pennsylvania.

With the nation’s second-oldest population, we must ensure our parents and elders have access to quality healthcare that is readily available and meets their needs.

I am also especially concerned for parents and expectant-mothers. The failure to enact a healthcare plan that best fits Pennsylvania has resulted in a huge exodus of obstetricians and closing of hospitals.

As your State Representative I will work to provide an easy to understand and comprehensive healthcare reform plan that benefits all Pennsylvanians and Pennsylvania businesses.

My health care plan will address:
Affordability

 100% Deductible health insurance premiums
 Self-employed tax credits
 Association Health Plans (AHP)
 Forcing federal obligations
 Malpractice reform
 Opposition to unmeasured mandates

Accessibility
 Empower individual families
 Healthcare in underserved areas

Quality
 Access to new technologies and treatments
 Investment in information technology

100% Deductible health insurance premiums
Since government has been responsible for the sky-rocketing cost of healthcare, it's my opinion that our hard-working families deserve help. I will fight to allow families to deduct the cost of their health insurance premiums.

Self-employed tax credits
Businesses are able to have a tax deduction for their health insurance but not the self-employed. I believe this inconsistency is wrong and I will fight to allow self-employed to receive a tax credit up to 100% of the annual premium.

Association Health Plans (AHP)
In almost every facet of our life we have freedom of choice for services and products. We must replace our arcane health insurance system with one that allows consumers to control their healthcare needs. Employers of every size and self-employed persons must be able to pool their resources to purchase a health insurance plan that most makes sense for them. Spreading risk, lowering cost, and customizing your needs is what we deserve.

Forcing federal obligations
The federal government through Medicaid must pay its fair share accurately and quickly to healthcare providers. It is unfair to burden businesses and taxpayers with the cost that Medicaid is supposed to pick up.

Malpractice reform
The lack of malpractice reform puts your family at risk. Without commonsense reform that would allow fair, equitable, and predictable insurance systems, doctors will continue to retire, move out of state, or refuse to start a practice in Pennsylvania.

Opposition to unmeasured mandates
Healthcare mandates have their place and can be beneficial to some groups of people but the majority are not measured and managed. It is unfair for the forgotten taxpayer to pay for mandates that show no value or no data to allow us to know the success or failure of programs. We need to remove the emotion from healthcare legislation and replace it with tangible measurable and sunset dates.

Empower individual families
Government run healthcare will never provide the quality of service your family deserves and for which they pay. By empowering families to make their own decisions they don't have to worry about rationed or denied healthcare. Removing government restrictions will increase competition among healthcare providers and insurance companies which will drive down cost, increase accessibility, and provide the outcome you want and deserve.

Healthcare in underserved areas
Many rural areas in Pennsylvania lack a sufficient number of doctors and nurses because state policies have forced them into retirement, driven them out of state and have failed to attract others. I will fight to eliminate the roadblocks placed upon healthcare providers and develop incentives to attract the best and brightest for underserved areas.

Access to new technologies and treatments
I believe patients deserve access to new and innovative treatments or technology. As the world’s leader in healthcare, technology, and innovation, we need to encourage private industry to unleash their capabilities. Patients, business, and the taxpayers all will benefit under my leadership.

Investment in information technology
Pennsylvania was the first state to develop computers and for many years was the leader in information technology. We need to have a business environment that encourages private industry to once again lead our nation. Their investment in Health Information Technology will reduce cost, improve safety, and make our state more attractive to healthcare professionals and entrepreneurs.
