Solutions for Pennsylvania
Pennsylvania is on the verge of financial collapse because of a reckless and overreaching General Assembly. In the last 16 years our elected officials have exponentially increased the size, scope, cost, and inefficiency of government.
Since both Republican and Democratic parties have been in power during this time, Pennsylvanians must seek out individuals who will show true leadership.
We must elect new representation, State Representatives who will be partisan to the forgotten taxpayer and demonstrate the moral courage to operate within the confines of the state constitution and not the pressure of a political party.
As your State Representative I will champion the following:
Legislative Reform
- Require annual auditing of the General Assembly for fraud, waste, and abuse using an independent auditing company
- Mandate that Pennsylvania’s Sunshine Law be applied uniformly to all legislative sessions, meetings and hearings conducted by state government
- Post Sunshine Law findings online once complete
- Disallow passage of any legislation that has not strictly met the procedural rigor detailed in Sections 1-4, Article III, of the Pennsylvania Constitution
- Require a two-year waiting period for former legislators and cabinet officials to become lobbyists
- Eliminate gifts to public officials from lobbyists for any entity desiring business with the Commonwealth
- Require legislators to abstain from voting on legislation that could benefit their personal or business interests to include immediate family
- End lame-duck sessions

Political Reform
- Post legislators votes online as close to real-time as possible
- Post all bills online as soon as they leave committee
- Disallow taxpayer funded newsletters and public service announcements unless absent of legislators name
- Require websites of elected officials to have link to a centralized database of their spending as well as taxpayer funded projects within their district

Reasonable Taxation
- Limit the ability of politicians to distribute tax dollars to special interests
- Require a three-fifths majority to pass a tax increase
- Work to eliminate property taxes
- Work to eliminate the personal income tax
- Eliminate "nuisance taxes"
- Reduce business taxes to better reflect that of our neighboring states
- Require three-fifths majority to pass any tax increase
- Allow businesses to deduct total cost of research and development

Appropriate Spending
- Eliminate prevailing wage
- Create a Taxpayers Bill of Rights (TABOR) to strictly limit increases in state spending
- Cap spending to the rate of inflation and population growth
- Eliminate unfunded mandates to the counties, municipalities and school districts in the Commonwealth

- Work to end forced unionism

Benefits Reform
- Eliminate pensions for elected officials
- Disallow Cost-of-Living-Adjustment in first year of first term for an elected official and first year of an employee
- Replace taxpayer funded healthcare with one that is contributory and best approximates the typical organizations in Pennsylvania of the same size
- Replace taxpayer funded life insurance with one that is contributory and best approximates the typical organizations in Pennsylvania of the same size
- Eliminate taxpayer funded vehicles

Per Diem Reform
- Eliminate per-diem during times when budget is not in place
- Require receipts for reimbursements
